This guidance on making traffic regulation orders is for local authorities along the Phase 2a route. It concerns schedule 30 of the High Speed Rail (West Midlands to Crewe) Act 2021.

The act requires authorities along the route to consult the Secretary of State for Transport before making an order which could ‘significantly interfere’ with use of the road for HS2 construction purposes. This guidance explains how highways authorities should fulfil their duties. It also outlines how the Secretary of State proposes to exercise powers to direct authorities in relation to traffic regulation orders, if necessary and reasonable for the construction of HS2.
