This is the economic case for the HS2 Phase 2a route from the West Midlands to Crewe and the HS2 Phase 2b route from Crewe to Manchester and from West Midlands to Leeds.

The economic case assesses the value for money of the HS2 Phase Two route, including:

  • assessment of the value for money of HS2 Phase 2a
  • assessment of the value for money of HS2 Phase 2b
  • consideration of a range of rail alternatives
