This evaluation report assesses the impact of temporary amendments to the procedures for emergency and non-emergency traffic regulation orders (TROs) during COVID-19.
The period of emergency regulations was between May 2020 and April 2021.
The research specifically considers the impacts of:
- The Traffic Orders Procedure (Coronavirus Amendment) Regulations 2020
- the network management duty guidance
The research fed into the 2022 consultation proposals for reforms to TROs. It builds on a 2020 report about TROs and associated data and research into creating a data platform, published in 2022.
The report was completed by Ipsos Mori on behalf of the Department for Transport.
