It applies to local authorities and IROs when planning care and reviewing arrangements for looked-after children.
The handbook covers:
- the roles and duties of IROs in caring for looked-after children
- the strategic and managerial responsibilities of LAs in establishing an effective IRO service
It should be used in conjunction with ‘Volume 2 - Children Act 1989: care planning, placement and case review’.
This document replaces the 2004 guidance ‘Independent reviewing officers guidance: Adoption and Children Act 2002’.
