Details

This details how Warwickshire raised issues around local authority funding at the Select Committee for the High Speed Rail (London to West Midlands) Bill in October 2014.

As a result, High Speed Two (HS2) Ltd and the DfT (Department for Transport) have been using the ‘New Burdens Doctrine’ to help explain why local authorities may be reimbursed for funding of certain activities.

The HS2 Phase One planning forum acts as the primary vehicle for liaison between the project and the local authorities along the HS2 route on matters of cross boundary and route-wide interest.
