Evaluation of the local major schemes (LMS) between 2007 and 2012. The main findings are that LMS:
- have been successful in delivering a range of short term objectives, particularly focused on reducing congestion and improving journey times
- cost changes and programme slippage have been seen at various scheme approval stages
The report recommends the development of the ‘management business case’ at the earliest possible opportunity to help mitigate against programme and cost over-runs.
The report also identifies lessons learnt for future evaluations; many of the issues raised are addressed in Monitoring and evaluation framework for local authority major schemes.
Department for Transport contracted Atkins and AECOM to carry out this work.
