Dear Home Secretary
Thank you for your letter of 28 September 2020 asking the Migration Advisory Committee (MAC) to undertake a study of the Intra-Company Transfer (ICT) immigration route. As you note, this is an issue that the MAC has previously considered, though not for several years.
We accept this commission and expect to be able to report by your deadline of the end of October 2021. As part of this commission we expect to undertake our usual Call for Evidence (CfE) and also run engagement events with key stakeholders. However, given the nature of ICTs, where we believe most of the usage is by a limited number of companies, this may take a slightly different format to our usual approach. We will consider the optimal method to build our understanding of the issues you have set out and would expect these parts of our evidence gathering to go live early in 2021.
In addition to any public evidence we will also undertake our usual data analysis and modelling, as necessary. We would expect that much of the data we require for this commission will be held by Home Office, in the form of administrative records, instead of in the large-scale social surveys we normally use. We therefore require full and timely access to this data and the MAC secretariat will liaise with Home Office staff to secure this.
