NEA phase 2 memo 15: Potential self-referrals from Specialist Employability Support (SES)

Background
1. Providers will be aware that the NEA programme design has been adapted to take into account a number of temporary measures necessitated by the ongoing coronavirus (COVID-19) pandemic including the introduction of Self-Referrals.
2. Some providers will also be aware that DWP’s Specialist Employability Support (SES) providers have all agreed to the early termination of their contracts. This note is to inform you that a small number of SES participants may, upon leaving SES, wish to volunteer for the NEA programme.
3. NEA eligibility and suitability are unchanged. SES providers will offer all their participants an exit interview to ensure each participant is provided with suitable ongoing support.
4. If NEA appears to be the best option, and the individual wishes to volunteer, SES providers will contact your Self-Referrals SPoC (Specialist Point of Contact) to introduce them to you.
5. NEA providers will then proceed as for all Self-Referrals. SES providers will only “signpost” their participant, it is for you to determine NEA programme eligibility and suitability in the case of Self-Referrals.
6. Please note: some NEA providers also have SES contracts. Even if the customer is moving from your SES provision to your NEA provision, the Self-Referral process must be followed in full.
7. SES Leavers will not be included in your monthly Self-Referral allocation.

8. In order to ensure that SES Leavers do not count towards your monthly Self-Referral allocation you should:
- include in the subject heading of the referral email “SES”
- clearly mark the NEA Self-Referral form “SES” in Part 5, Business Case in Support of your Self-Referral (during the COVID-19 period)
