Details

The Open Networks Programme (ONP) is a £295.5 million programme which delivers on the UK’s 5G Supply Chain Diversification Strategy by accelerating development of a more diverse and competitive telecoms supply chain. It does this by supporting the development and deployment of open interface architectures, principally Open Radio Access Network (Open RAN).

The ONP consists of a suite of 11 sub-programmes which have funded a diverse set of R&D projects, testing facilities, and other initiatives to bring Open RAN technology to market more quickly and effectively. The first ONP funded activities began in summer 2021 and the programme is currently scheduled to finish in March 2025.

This initial evaluation of ONP was conducted by ICF Consulting on behalf of DSIT. It includes:

  • a process evaluation, to assess the processes through which ONP is delivered
  • an impact evaluation, to assess whether the programme has delivered or is on course to deliver intended outcomes
  • a light touch value-for-money evaluation

Further evaluation of ONP will be conducted at a later stage when it is possible to assess on outcomes and value-for-money for the programme in more detail.
