Qualitative research to explore regional differences in perceptions and attitudes to interventions that may encourage fishers to wear personal flotation devices.

The research compared perceptions in the south west, south east and north east of England towards community-based and enforcement-based behavioural interventions.

The research objectives were to:

  1. Understand fishers’ perceptions of enforcement and community-based interventions and how these might differ by rank and region.
  2. Explore and propose new interventions to increase personal floatation device use.
  3. Use the APEASE framework to identify the most suitable intervention, or combination of interventions, to be tested in a future trial.

 The APEASE framework uses the following criteria to assess an intervention’s:

  • acceptability
  • practicability
  • effectiveness
  • affordability
  • side-effects
  • equity

The research was commissioned by the Department for Transport and was completed by Behavioural Insights Team.

Fieldwork was conducted between November 2023 and February 2024.
