Throughout 2013 and 2014, Innovate UK launched 3 Catalysts – joint programmes with cross-government support – designed to support development in biotechnology, energy and agriculture technology.

Catalysts support early stage feasibility studies, industrial stage research and experimental development grants. A total of £224 million was invested by:

The report, ‘Process evaluation of the Catalyst programme’, was commissioned in September 2017 to evaluate the effectiveness of the processes used in programmes and assess how and which Catalysts support or inhibit future impact.

Key findings of the report include:

  • effective promotion and marketing, in partnership with the Knowledge Transfer Network (KTN), led to strong demand for the Catalysts programmes
  • each Catalyst was perceived to have a balanced portfolio of projects, including potentially transformative and ‘game changing’ technologies
  • the creation of good practices relevant to future Catalyst-type interventions
