Following the agreement of the Public Switched Telephone Network (PSTN) charter, this checklist sets out further steps that telecoms companies should take to protect customers ahead of undertaking a non-voluntary migration. These activities serve to keep vulnerable customers safe throughout the PSTN migration.

Communication providers in the UK are retiring the old analogue landline network, also known as the Public Switched Telephone Network (PSTN), and replacing it with digital landline technology.

For the vast majority of users, this change will cause little if any disruption. However, the migration requires telecoms companies to put additional safety measures in place when migrating vulnerable customers. In some instances, telecoms companies will be required to migrate customers who have not fully engaged with their provider ahead of time (‘non-voluntary migrations’).
