Sponsored by the Department for Culture, Media and Sport, The British Standards Institute (BSI) has published a Publicly Available Specification (PAS) which provides guidance on the appropriate digital infrastructure connectivity requirements for both new and refurbished small commercial enterprises.

PAS 2017 provides advice on how to assess the appropriate digital infrastructure for small commercial businesses and how they can access digital content; it also provides guidance on open-access systems to support smart city digital systems.

PAS 2017 also aims to raise awareness in the construction industry of the benefits of Next Generation Access for small commercial enterprises, both in terms of adding commercial value to buildings themselves and increasing demand for adapted premises from small businesses attracted by the prospect of moving in and functioning effectively from the beginning.

BSI is the only organisation that can deliver a PAS which enables work to be taken forward as a British standard. Currently, fibre access is limited to large and medium sized enterprises so this guidance helps to redress the balance by introducing standards for infrastructure foundations.
