This research looks at the effectiveness of various regulatory approaches in terms of encouraging innovation. It is based on a literature review and 35 interviews with regulators, government actors, and companies.

The report reviews examples across the following 5 broad types of innovation-friendly approaches:

  • providing regulatory advice to innovators to help them navigate the regulatory system
  • supporting experimentation and testing of innovations using ‘sandboxes’ and ‘testbeds’
  • streamlining regulatory approvals for innovators
  • setting regulatory challenges to boost innovation
  • collaborating internationally on innovation to reduce the burden on innovators trying to sell their product or service in different jurisdictions
