This report proposes developing a pro-innovation regulatory framework that can help retain domestic developers and investors, as well as attract those from abroad who seek regulatory certainty and want to develop their products responsibly.

The report makes 14 recommendations that are categorised into three broad themes: regulatory frameworks and governance, standards and international collaboration, and innovation funding and market development.

The Regulatory Horizons Council (RHC) is an independent expert committee that identifies the implications of technological innovation, and provides government with impartial, expert advice on the regulatory reform required to support its rapid and safe introduction.
