Research to inform and support the development of the law (and other measures) to discourage mobile phone use when driving.

The research programme was made up of 3 separate phases:

  • an initial quantitative survey
  • a qualitative phase
  • a final, second quantitative survey

It explored motorists’ attitudes towards mobile phone use - as well as other driving behaviours.

It also examined legislative and non-legislative measures to deter mobile phone use while driving.

The report includes a summary of findings from earlier phases.
