On 10 November 2016, the Lead Commissioner wrote to the Secretary of State with a 21-month progress report on the work of the Commissioners and information supporting the return of additional powers to the council. Additional evidence was provided in December 2016.
The letter from the Department for Communities and Local Government outlines a revised intervention package proposed by the Secretary of State, and invites representations from the council on the proposed return of 6 service areas:
- adult social care and the council’s partnership with the NHS
- economic growth
- town centre
- grounds maintenance
- external partnerships
- audit
