These Directions return certain functions to the council to exercise. These functions were selected based on a proposal by the Lead Commissioner as set out in his 27 November 2015 letter and further supporting evidence.
The Directions have been made by the Secretary of State for Communities and Local Government under section 15(5) and (6) of the Local Government Act 1999 and the Secretary of State for Education under section 497A(4B) of the Education Act 1996. A Lead Commissioner, Children’s Social Care Commissioner and 2 supporting commissioners, as nominated on 26 February 2015, will remain in place.
An accompanying explanatory memorandum sets out the circumstances in which these Directions have been made, the reasons for exercising these powers and the implications of the Directions for the Authority.
