If a train operating company proposes to make a change to the opening hours of a regulated ticket office or the range of products offered at ticket offices, it must follow the rules set out in the Ticketing and Settlement Agreement (TSA).

If a passenger body (Transport Focus, London TravelWatch) objects to the proposed change, the decision may be referred to the Secretary of State for Transport.

This document sets out the factors that the Secretary of State will consider in making a decision.
