This circular gives guidance to local authorities on how to set local speed limits on single and dual carriageways in urban and rural areas.

It has also been designed to help explain why and how local speed limits are determined.

This guidance was revised following public consultation in 2012 and again in 2024. It supersedes the Department for Transport circular 01/2006.
