The Social Security Advisory Committee produces Occasional Papers to support the advice offered to the Secretary of State in accordance with the Committee’s remit.

This paper (November 2007) considers the links between what the government has been saying about the characteristics of those customers who make repeated claims to benefit and the centrality of the rights and responsibilities agenda, and the fact that much of the work available to benefit leavers is short-term, insecure and relatively low-paid.
