This report analyses trends in student characteristics from 2002 to 2007 to identify the effects of the 2006 reforms in the UK. These reforms included universities in England being allowed to charge fees of up to £3000, to be paid following graduation, via income-contingent loans. From 2004 means-tested grants to low income students were re-introduced.
