An independent report by Trevor Doughty, Commissioner for Children’s Services in Surrey, to the Secretary of State for Education.
The report follows an Ofsted report published in May 2018 which judged the overall effectiveness of Surrey’s children’s social care services as ‘inadequate’.
The commissioner’s report recommends that the council retain control of the delivery of its children’s social care services, cooperating with the Department for Education’s (DfE) appointed commissioner for a further 12 months.
DfE issued a revised statutory direction to Surrey county council in October 2018.
