Details
The Secretary of State for Environment, Food and Rural Affairs, The Rt Hon George Eustice MP, issued a direction to the Environment Agency in July 2022. The direction was reissued by Rebecca Pow MP (Minister for Environmental Quality and Resilience) in November 2022.
The direction is to temporarily relax permitting conditions for coal-fired power stations in England during the winter period 1 October 2022 to 31 March 2023. This is to address energy security issues if they arise, whilst aiming to limit unnecessary pollution.

Changes made to clarify that the requirement to operate will not be based on the Electricity Supply Emergency Code 2019 being invoked. It will follow a requirement from the ESO for the permit holder to operate during, or in anticipation of, an electricity shortage or a gas shortage.
