This research report describes an evidence-based approach to identifying and prioritising areas of emerging innovations. Commissioned by the Regulatory Horizons Council, this work will enable the council to make evidence-based regulatory recommendations on innovations with the greatest potential economic/social benefit.

Specifically, the report describes the application of a methodology involving:

  • horizon scanning
  • development of an innovation taxonomy
  • creation of an evidence base
  • development of a multi-criteria scoring framework
  • scoring / prioritising innovation areas
