This toolkit provides support to local transport authorities (LTAs) in England to help them develop their own travel demand management (TDM) programme to:

• manage the effects of the COVID-19 pandemic on the transport system
• manage a range of other scenarios where there are increased pressures on the transport network or a mismatch between supply and demand

Mott MacDonald produced this report for the Department for Transport in December 2020.

COVID-19 restrictions have been lifted since the report was distributed to LTAs; however, this does not affect the toolkit’s function and role.

   Guidance updated: this version can be used more widely to develop TDM plans to support LTAs as they emerge from the COVID-19 pandemic, and crucially it is also a legacy tool to manage a range of other scenarios when there are pressures on the transport network or during times of higher demand.
