The commission considered an application from the Wolf Trust for registration as a charity. The organisation aimed to promote the conservation of wolves and other predators and wildlife. The commission’s view was that the organisation’s primary purpose was to promote the introduction of the wolf into Scotland to influence opinion.

As the commission could not conclude that this was for the public benefit, it declined to register the Wolf Trust as a charity.
