Provider memo 47: Changes to the self-employment outcome validation process
Updated 4 April 2024
Changes to the self-employment outcome validation process for WHP Core and WHP JETS (England and Wales)
This memo is for Work and Health Programme (WHP) providers.
Issued by: Work and Health Programme Operational Policy team
Action: For information and action
Timing: Immediate
This memo is to notify you that there is a temporary easement in the validation process for Work and Health Programme, that will prevent an instant claim fail should our check of the participant’s Universal Credit (UC) record determine that they are not Gainfully Self-employed.
The easement will allow colleagues the opportunity to undertake further validation checks, (as they would where the participant was not claiming UC), in order to establish whether robust evidence of self-employment can be verified.
Any claims submitted on or after 1 October 2021 will be validated under a temporary revised process.
There will be no retrospective action taken for claims submitted prior to this date.
No retrospective action will be taken for claims where the line has closed in PRaP.
Any previously failed claims, which have at least 2 attempts remaining, can be resubmitted and will be validated under the temporary revised validation process.
The provider guidance has been updated to reflect the change.
As with any temporary easement, we will monitor the process and keep it under review. At this time, we do not know when we will revert back to the existing process, however, we will give at least 2 months’ notice of revision back, such revision back will not be retrospectively applied.
Action
Self-employed claims can continue to be submitted and from 1 October 2021 will be validated using the temporarily revised process.
