Background
1. Following the expansion of the Work and Health Programme (WHP) to include the WHP Pioneer we have updated the WHP Provider Guidance (PG). This LRM is to notify you of these changes and provide you with a copy prior to go live on the 13 September 2023.
Summary and Action
2. On the 13 September 2023 the WHP is being expanded to include WHP Pioneer. WHP Pioneer provides specific support to those who are deemed economically inactive and who have a disability and/or are within a disadvantaged Early Access Group. The aim of WHP Pioneer is to help find sustained work through a support model that has elements of a place and train approach.
3. To help support the delivery of WHP Pioneer the WHP Provider Guidance has been updated.
4. WHP Pioneer follows the Business-As-Usual approach which is outlined within the WHP Core Provider Guidance. Unless notified otherwise you should follow the process for WHP Core for WHP Pioneer. A strapline has been added to the Chapters where this approach is relevant.
5. In addition to the changes above, we have also updated Chapter 1 and provided a bespoke Chapter 2b for the Eligibility and Suitability of WHP Pioneer.
6. The changes to the WHP Provider Guidance have been outlined in the chart below and have been uploaded to Jaggaer.
7. To supplement the changes to the WHP Pioneer guidance we have also updated changes to the Provider Guidance that outline changes to ESF. These changes will be outlined in a separate Live Running Memo.
8. This memo is to provide you with a copy of the WHP Provider Guidance prior to go live of WHP Pioneer on the 13 September 2023.
9. When WHP Pioneer has gone live on the 13 September 2023 the WHP Provider Guidance will be uploaded on Gov.uk and that version should be used from that date. This information should be read in full and used by you and your supply chain partners.
