Apply for additional HM Land Registry Business e-services
Organisations using HM Land Registry Business e-services can apply for additional services, such as Network Services or Lender Services.

Apply for additional services
You must be an existing Business e-services customer to apply for additional services. Find out how to apply for HM Land Registry Business e-services if you are not an existing customer.
Network Services
Solicitors, licensed conveyancers and organisations that meet the required criteria can apply to use Network Services through the Portal or Business Gateway to submit electronic applications to update the register. You should consider whether your organisation meets the criteria for entry into a Network Access Agreement before applying for Network Services.

Lender Services
Lender service is designed to meet the needs of lenders with portfolios of registered legal charges who want to cancel charges by means of an electronic form DS1 (e-DS1).

Business Gateway
Business e-services customers who use the portal can also apply to access services via Business Gateway. This allows them to access services automatically from a case management system.
To do this, they must either have a case management system that offers integration or an IT development capability to integrate their system. Find out more about Business Gateway.
Variable Direct Debit (VDD) accounts
Your existing VDD accounts will be available for use with any additional services.
To set up a new VDD account, you must:
- fill in a VDD application form and Direct Debit mandate (see pages 13 to 15 of the VDD guide) for each new account you require
- submit the VDD application form and Direct Debit mandate with your application

Administrators
You can have as many administrators as you need to manage system access for the individual authorised users in your organisation.
Responsible person
If you need to change your responsible person, you must provide details of their replacement in your application for additional services.
If your responsible person has left your organisation and they also had an administrator account, we will delete the account. Please return their security token to us (by posting it to the Service Access Team address) or dispose of it in accordance with Waste Electrical and Electronic Equipment (WEEE) environmental legislation.
If they were also an authorised user, you should ask one of your administrators to delete that account.
Deputy responsible persons
You can have as many deputy responsible persons as you need to cover for the responsible person when they are not available, or to manage a group or office within your organisation.
Authorised users
If your application is approved, your administrators will need to update the role of any authorised users who need to access your additional services.
Submit your application
An application for additional services can be submitted online or by post. We will contact you by email to confirm receipt of your application. It should be completed within 20 working days if everything is in order.
Online
You can use our online form to apply for additional services (this includes options to change your responsible person, request additional administrators and deputy responsible persons).
You will still need to fill in, sign and upload an electronic copy of any other relevant documents, such as:
- a variable Direct Debit (VDD) application form and mandate (for each new VDD account you need)
- Network Access Agreement (if you are applying for Network Services)
- Memorandum of Understanding (if you are applying for Lender Services)
Post
Fill in form AFS2.
If you need more than 2 additional administrators, fill in form AFS4, and send it to us with your form AFS2.
To apply for 1 or more deputy responsible persons, fill in form AFS5 and send this to us with your form AFS2.
You must send a VDD application form and Direct Debit mandate for each new account you require with the AFS2.
Apply for Network Services by post
To apply for Network Services you must:
- fill in 2 copies of the HM Land Registry Network Access Agreement (NAA).
- enter your organisation’s name and service addresses on both copies
- leave both copies undated (HM Land Registry will enter the date on both copies if your application is approved)
- make sure 1 copy is signed by a person with the authority to sign legal agreements on behalf of your organisation
- leave 1 copy unsigned as it will be signed on behalf of the Chief Land Registrar and returned to you when your application has been approved
Send the agreements to us with your AFS2 form.
Apply for Lender Services by post
To apply for Lender Services, you must:
- fill in 2 copies of the Memorandum of Understanding: portal access to cancel registered charges (MoU)
- enter your organisation’s name and address on both copies
- leave both copies undated (HM Land Registry will enter the date on both copies if your application is approved)
- sign 1 copy on behalf of your organisation
- leave the second copy unsigned as it will be signed on behalf of the Chief Land Registrar and returned to you when your application has been approved
Send the agreements to us with your form AFS2.
