Access to Business e-services through the portal and Business Gateway is free, but you need at least 1 variable Direct Debit (VDD) account to pay fees for services.
To set up a VDD account with us, fill in the application form and mandate, page 13 to 15, of the PDF document above: Paying for HM Land Registry services by variable Direct Debit.
New customer
If you are a new customer applying for Business e-services you should fill in and submit the VDD application form and Direct Debit mandate with your application for HM Land Registry Business e-services and any other relevant documents such as:
- Network Access Agreement
- memorandum of understanding for lenders
- additional administrator details continuation sheet AFS4
- deputy responsible person details AFS5
Existing customer
If you are an existing customer applying for additional Business e-services, you can fill in and submit the VDD application form and Direct Debit mandate with your application for additional Business e-services along with any other relevant documents including the:
Alternatively, if you are an existing customer wanting to apply for a new VDD account, you can send us a standalone VDD application form. Fill in and sign the VDD application form and Direct Debit mandate. You can send them to us electronically, or by post to:

We've added a link to submit an application electronically.

We've updated the 'Paying for HM Land Registry services by variable Direct Debit' PDF to show the notification e-mail address has changed to noreply.hmlr@email-communication.landregistry.gov.uk. We've also updated the URL for the HM Land Registry Portal Login to https://eservices.landregistry.gov.uk/.

We have amended our terms and conditions for customers with direct debit accounts not associated with the portal to record a change in our notification processes. We have updated our system, customers will now receive two separate direct debit notifications, one with a PDF file attached with a breakdown of the total amount to be collected and a second with a link to the information in CSV format.
