Prohibitions and Restrictions(Istanbul Convention Article 19)
For the vast majority of goods travelling under an ATA Carnet, the Carnet on its own is all that is needed.
Where the goods themselves require an import licence this should be presented with the Carnet.
For endangered species the guidance in ATACPD04200 should be followed.
A Carnet does not allow goods that are normally prohibited.
Where the goods are barred from entry or do not have the correct licenses they may be detained or seized.
