CAPI07400 - CAP import licences: mandatory licence does not exist

If a licence does not exist, the importer or their representative must be informed that the declaration to free circulation cannot be accepted and the goods will not be released.

If a licence cannot be obtained, the goods will either have to be seized or re-exported.
