CDSSG06010 - Step-By-Step Guide, Step 1 - Understanding and Identifying the CDS Declaration Category and Data Set
Step 1 of the Step-By-Step Guide for the UK Trade Tariff, CDS Volume 3 will walk users through the process to be used to identify the Declaration Category Data Set to be used for CDS.
Sections CDSSG04100 – CDSSG04130 of this guidance manual covers where to find Declarations Categories within the UK Trade Tariff, CDS Volume 3. This chapter details the Step-By-Step process to be followed to ensure the correct Declaration Category is chosen. Sections CDSSG06020 – CDSSG06050 provide guidance on the steps to be followed.
What Are Declaration Categories
Declaration Categories are similar to different SAD (C88 ) copies. Each has a different purpose, such as imports to customs warehousing, permanent exports or Customs Clearance Requests (CCR) for release from an inventory system.
Each Declaration Category provides the specific declaration completion requirements and data set to be used for that particular type of declaration or CCR.
The Declaration Category identifies:
- The intended type of movement (e.g., import or export), see section CDSSG06020 for more details
- The type of declaration being made (e.g., simplified declaration or full data set), see section CDSSG06030 for more details
- The intended customs procedure (e.g., inward processing), see section CDSSG06040 for more details and in some cases
- The country of dispatch or destination of the goods (e.g., Special Fiscal Territory), see section CDSSG06050 for more details.
Why Do They Matter
Each Declaration Category specifies:
- Which data elements are required for a particular declaration type
- The different rules on how the data elements should be completed depending on the circumstances involved
If the wrong Declaration Category is used, the wrong data elements will be completed and the declaration will fail validation and be rejected. It is therefore crucial to know the Declaration Category in order to identify:
- What data elements have to be completed
- How they must be completed and
- if the Procedure Code being used is compatible with the Declaration Category,
