CDSSG12100 - Step-By-Step Guide, Step 7 - Using Document Codes to declare Licences and Certificates
Document Codes are used to attribute licences and certificates. The Document Codes are used to identify the specific reference number of the licence or certificate, the type of licence being declared, the licencing authority and any quantities being used by the goods.
Appendix 5C lists the Document Codes that are classed as licences and should be used as a reference list.
Appendix 5C is broken down into two lists, one for imports and one for exports.
Appendix 5C identifies the licence authority and the codes to be used to declare each specific type of licence.
When declaring licences it is essential that the CDS code list for the document codes and licence types is used as some licences use different codes from CHIEF. For example: N851 on CHIEF uses licence type CVD, N851 on CDS uses licence type CHD
It is therefore important that the CDS Licence type codes in Appendix 5C are used to avoid the incorrect code being declared for the type of licence being provided.
Declaring Licence Document Codes:
Where a Document is classed as a licence, the way the Document details are declared will be different.
For most non-licence document codes the format is:
- Document Code
- Document ID number
- Status Code and
- Reason (required for certain status codes or exemptions)
For most licences the format is:
- Document Code
- Document ID number
- Status Code and
- Reason (required for certain status codes or exemptions)
- Issuing Authority
- Year of issue
- Writing off details (if required, see section CDSSG12110 for details)
Where a waiver is claimed using status codes XX or XW, the format of code still the same, however Exemption should be entered instead of the reference number in the Document ID field. See section CDSSG12090 for details)
Where a particular licence type requires quantities to be declared for writing off purposes (see CDSSG12110), quantities are still required when a waiver is claimed.
