INCHP02380 - General: profiles and customs checks

When the CHIEF system processes the data on an entry customs checks or profiles may be allocated to the entry. These are to be carried out by staff at the National Clearance Hub (NCH). Details of the checks / profiles are on CHIEF. By using transaction codes details of each check is explained. Risk analysis is undertaken to establish the percentage of checks to be carried out (where a strict instruction is not determined by Department for Business Innovation and Skills (BIS)). Each profile also allocates at which point in the clearance process the checks are to take place, pre or post clearance, eg Route 1 or 3).
Note: checks could be set to generate either pre or post clearance checks or a combination of both.
It is possible to set indicators to generate Listing Action Indicators (LAI) reports which give details of the entries that match the selection criteria for checks without the checks generating. This is a useful tool to predict the impact of setting a profile might have.
Checks are based on several criteria, these are a combination of:
- profile conditions
- reference conditions, and
- external conditions.
The profile identity is structured in a way to indicate both which customs unit owns it and the customs check it may generate. The profile is said to ‘hit’ the entry if each condition is true, this will affect the selected route.
