Your evidence must show that:-
- the applicant is not ‘fit and proper’ to hold a licence
- that there is significant risk to revenue
- that the requirements to hold a licence have not been fully met

An individual/company has the right to disagree with your decision.
Occasionally further information may be required from the applicant. Requests for further information should be made in writing and a deadline given for when the information is required. The letter should also state that the application will not be progressed until the information is received
