About the programme

The Foreign, Commonwealth & Development Office (FCDO) aims to enhance its development and diplomatic impact through a new research and innovation programme in Africa, India, and Southeast Asia.

As 3 current FCDO programmes end by March 2025, the FCDO’s Research and Evidence Directorate aims to create a successor programme. This will enhance research and innovation in Africa, India, and Southeast Asia and contribute to development and diplomatic goals.

The FCDO is looking for experts to research and contribute to an evidence-based business case design for the new Evidence Fund programme. It is expanded to include India and Southeast Asia, which should strengthen research and innovation in those regions.

The new programme should complement existing donor-funded initiatives in these regions, and consider budget and scalability. Expertise is needed in programme design, research ecosystems, impact measurement, and changing development systems.

Necessary skills include: analysis, understanding of ecosystems, impact measurement, and network connections. Additionally, the ability to determine eligible International Climate Finance and clear communication skills are essential.

Desirable qualities include writing FCDO business cases, multi-country experience, and a small dedicated team with at least one expert residing in a developing country.
