Systematic review of evidence on sanctions: expressions of interest
The FCDO invites expressions of interest by 28 February 2025 to conduct a systematic review of evidence on sanctions for conflict and atrocity prevention in low- and middle-income countries.
Conflict and atrocity prevention is an important UK government priority. The Foreign, Commonwealth & Development Office (FCDO) applies its development and diplomatic expertise to prevent, reduce, and resolve conflicts wherever possible, including through the use of sanctions. Limited systematic synthesis has been published on the effects of sanctions on conflict and atrocity outcomes.
The FCDO is seeking to commission a theory-building systematic review of the research literature on the circumstances in which autonomous targeted sanctions, and other diplomatic measures, are effective in preventing conflict and atrocity in low- and middle-income countries.
What the fund will achieve
Systematic reviews are a type of literature review that apply equivalent standards of rigour as primary research. Questions about the circumstances in which interventions are effective (or not) lend themselves to a range of review types/analytical methods.
The FCDO expects the review to refine our understanding of the circumstances in which sanctions and other diplomatic measures do or don’t work.
Requirements for organisations wishing to apply
This opportunity is open to organisations in all ODA-eligible countries.
Your expression of interest form should demonstrate experience of:
- conducting rigorous evidence syntheses, including systematic reviews and/or rapid reviews, including reviews addressing questions about the circumstances in which interventions are effective
- undertaking research in the field of conflict and/or atrocity prevention
- facilitating research uptake among policy audiences, including communicating and packaging findings in effective ways, and developing clear, practical recommendations for practice and future research
- leading and/or contributing effectively to multi-disciplinary research teams
