The Smart Energy Code (SEC) is a new industry code which has been created through, and comes into force under, the DCC Licence. The SEC is a multiparty contract which sets out the terms for the provision of the DCC’s Smart Meter communications service, and specifies other provisions to govern the end-to-end management of Smart Metering.
SEC Stage 3 Part B (June 2014)
This document sets out our conclusions to the SEC 3 consultation document, including the approach for:
- the introduction of a Smart Meter Key Infrastructure (SMKI) (not including those elements concluded on in the March 2014 document);
- companies that operate energy meters (Supplier Nominated Agents) to access DCC Services if they wish;
- the testing regime that will allow the DCC to demonstrate that all the DCC developed systems work prior to its operational service becoming available
This document also provides conclusions from previous SEC consultations covering DCC Performance Reporting and Recovering Liability Costs.
SEC Stage 3 Part A (March 2014)
This policy conclusions document relates to part of the content in the consultation of stage 3 of the Smart Energy Code (SEC3), namely the policy on the Smart Metering Key Infrastructure (SMKI) Policy Management Authority (PMA). This is published now to allow to begin the process for establishing the PMA, including identifying the individuals who will become the PMA members, so that the group can be set up as soon as possible. This document (“Part A”) therefore specifically provides a government response to questions 1, 2 and 4 of the SEC3 consultation.

Consultation description
The Smart Energy Code (SEC) is a new industry code which has been created through, and comes into force under, the DCC Licence. The SEC is a multiparty contract which sets out the terms for the provision of the DCC’s Smart Meter communications service, and specifies other provisions to govern the end-to-end management of Smart Metering.
This document consults on proposed text for stage 3 of the Smart Energy Code (SEC3). This follows the designation of Stage 1 of the Smart Energy Code (SEC1) in September 2013. Responses to an October 2013 consultation on the proposed text for Stage 2 are currently being considered.
This consultation includes:
- our proposed policy approach for the introduction of a Smart Meter Key Infrastructure (SMKI)
- options for how companies that operate energy meters (Supplier Nominated Agents) could access DCC Services
- how the DCC and their service providers will be required to test that their systems interoperate with each other, and that these systems operate together with other energy industry systems.
