HM Prison and Probation Service workforce statistics

Information on staffing numbers of directly employed staff of HM Prison and Probation Service and formerly the National Offender Management Service.

On 1 April 2017, HM Prison and Probation Service (HMPPS) replaced the National Offender Management Service (NOMS). The quarterly HMPPS (and previously NOMS) workforce statistics bulletins are designed to monitor changes to staffing figures and the structure of the organisation’s staff population over time. They are produced on a quarterly basis to most appropriately reflect the dynamic nature of the data included within many of the tables, and covers all civil service employees of HMPPS and formerly NOMS. From April 2025 an annual release showing the number of Trainee Probation Officers onboarded into HMPPS for the previous financial year has also been produced.
