About us
PackUK is the scheme administrator for the UK’s Extended Producer Responsibility for packaging (pEPR) programme. We deliver on behalf of the four UK nations.
What we do
PackUK:

sets Extended Producer Responsibility for packaging (pEPR) fee rates for household packaging materials,
-
collects these fees from obligated producers who place household packaging onto the market, and
-
makes payments to local authorities to cover the cost of managing household packaging waste.
We do this by delivering a scheme which demonstrates good value for money for producers, while ensuring efficient and effective recycling and disposal services are being delivered by local authorities.
PackUK also delivers public communications and information campaigns that encourage people to dispose of packaging waste correctly and not litter packaging.
What is pEPR?
Extended Producer Responsibility for packaging (pEPR), is a UK wide scheme that will move the full cost of dealing with household packaging waste away from taxpayers and onto the packaging producers themselves.
Delivering a new era in packaging: reduce, reuse and recycle
Packaging fees will be modulated
From 2026/27, pEPR fees will be adjusted (modulated) to incentivise producers to use materials with a lower environmental impact. This means that more recyclable packaging will be priced at proportionally less per tonne than packaging that is harder to recycle, in the same material type. A modulated fee structure will incentive businesses to reduce unnecessary packaging and use more recycled and recyclable packaging. This will lead to less waste to landfill and reduce the release of damaging CO2 emissions.
Supporting local communities across the UK
The revenue from pEPR fees will generate more than £1 billion annually to support local collection and disposal services, including recycling services – benefiting every household in the UK.
This will fund the improvements to household recycling collections, enabling the consistent collection of all dry materials (paper/card, metals, plastics and glass) from every household. The revenue from fees will support local authorities with the cost of managing household packaging waste and to incentivise improvements.

Funding
PackUK is funded through the pEPR fees provided by producers. Our administration and overheads costs are agreed in advance. Our governance arrangements ensure that PackUK must provide value for money to producers and is prohibited from making a profit.
PackUK is held accountable, through the four nations governance arrangements, to deliver value for money to producers. PackUK is required to publish an annual report and financial statement which producers can access.
PackUK is granted powers through the Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations 2024.
