This statutory guidance is for:

• local authorities
• voluntary adoption agencies
• adoption support agencies

This guidance replaced the 2005 statutory guidance on domestic adoption.

We’re reviewing the guidance on inter-country adoption. The 2005 annex on inter-country adoption that is attached here is still the most current.

Voluntary adoption agencies are organisations that recruit, approve and support people interested in adopting a child.
