Details
The Chancellor of the Exchequer presented his Autumn Budget and Spending Review to Parliament on Wednesday 27 October 2021.
Distributional analysis
This document sets out the distributional impact on households of tax, welfare and public service spending decisions announced since Spending Round 2019, including those announced at Autumn Budget and Spending Review 2021. It also presents analysis of the wider economic context, focusing on trends in the household incomes and labour market – this includes estimates of the distribution of economic support provided to households in response to COVID-19.
Policy costings
This document sets out the assumptions and methodologies used in the government’s costing of policy decisions announced since Spring Budget 2021. For each decision it contains a description of the measure, the base, and the methodology for the costing (including relevant adjustments for behavioural responses). It highlights main areas of additional uncertainty.

Spending Review 2021: Priority outcomes and metrics
This document sets out updated priority outcomes and metrics, agreed alongside Spending Review 2021. Priority outcomes also feature in the relevant lead department pages in Chapter 4 of the Autumn Budget and Spending Review 2021 document. These outcomes and metrics will form the basis for departments’ Outcome Delivery Plans, covering 2022-25.

A factual correction has been made to the Statement of Funding Policy to update the comparability factor for the Home Office. The correction relates specifically to the comparability factor for the Office of Security & Counter Terrorism programme. Devolved administration funding settlements for the 2021 Spending Review period are being adjusted accordingly, including for 2022-23 at Supplementary Estimates.
