This note aims to clarify the question of automatic eligibility for a disabled person’s bus pass in the Guidance for local authorities on eligibility for disabled people.

It does not replace the guidance, but clarifies that the decision whether someone is a ‘disabled person’ for the purposes of concessionary travel is the responsibility of the relevant travel concession authority (TCA).
