Energy Market Investigation (ECOES/DES) Order 2016
This order provides measures to improve price comparison websites’ (PCWs) ability to assist their customers with switching energy suppliers.

The remedy was revoked on 10 July 2024 following a CMA remedy review.
This order was made under the market investigation provisions of the Enterprise Act 2002.
The order requires:
- Electricity Central Online Enquiry Service (ECOES) and Data Enquiry Service (DES) database operators (MRASCo and Xoserve) to grant access to these databases to PCWs
- Elexon, retail electricity suppliers, electricity distributors and gas transporters not to take action preventing the granting of access to these databases
Compliance statements
MRASCo and Xoserve must submit ECOES and DES remedy compliance statements to the Competition and Markets Authority (CMA). The first remedy compliance statements must be submitted by 31 March 2017. Subsequent remedy compliance statements are to be submitted by 31 March in each year.
