This guidance sets out the templates and technical rules for the submission of monitoring plans, emissions reports and documents of compliance pursuant to Regulation (EU) 2015/757 and reflects the requirements of Commission Regulation (EU) 2016/1927.
Both Regulations are retained in UK law, as amended by the Merchant Shipping (Monitoring, Reporting and Verification of Carbon Dioxide Emissions) (Amendment) (EU Exit) Regulations 2018 (S.I. 2018/1388) and establish the UK MRV regime.
This guidance needs to be read in conjunction with MIN 669 (M+F) – Reporting Emissions Data into the UK MRV Regime, which identifies those routes for which the UK does not, at this stage, require data for. There is currently no requirement for emissions to be reported for UK–EEA voyages which are still subject to the EU MRV regime.
