This policy framework is aimed at staff working with prisoners who have recently been convicted of murder who have received a mandatory life sentence. A similar meeting may take place for other types of life sentenced prisoners on a discretionary basis.
The MALRAP meeting is a mandatory requirement for management of prisoners convicted of offences of murder, and takes place as soon after sentencing as is reasonably possible. The purpose of the meeting is to gather useful risk management information from the police.
MALRAP provides an opportunity for the senior police officer who investigated the case to share any relevant risk related information with prison staff, to enable the prisoners to be managed as effectively and safely as possible.
MALRAPs are not a new process and have been in operation in prisons for many years. The reason for the publication of this policy framework is that the Indeterminate Sentence Manual has recently been cancelled, and MALRAP remains one of the only mandatory areas within the manual which isn’t already covered by other published policies.
The MALRAP process is mandatory and as such there are mandatory requirements associated with it.
