On 18 May 2017 the Lead Commissioner wrote to the Secretary of State with the 27 month progress report on the work of the commissioners and provided additional information, in support of the return of 5 functions (community safety; waste management; performance management; asset management; and HR) to the council.

The letter from the Department for Communities and Local Government outlines a revised intervention package proposed by the Secretary of State, and invites representations from the council.
