This Policy Framework sets out the mandatory requirements which HMPPS staff and prisons and probation providers must complete for those in women’s prisons with additional complex needs who are being considered for a referral to the Women’s Estate Case Advice and Support Panel (WECASP). It also sets out the mandatory requirements that are expected of the core members who form the WECASP Board.

The WECASP guidance provides further detail and clarity on its role and sets out the processes and templates for referring those in women’s prisons to the WECASP for discussion. The guidance also offers additional information on the WECASP boards, the disciplines who are closely aligned and involved in this process and information sharing and recording actions.

The Policy Framework and additional guidance also sets out how the WECASP supports the management of those categorised as Restricted Status (RS) in women’s prisons, and young people transitioning from youth prisons to adult women’s prisons.

This Policy Framework replaces PSI 23/2015 Centralised Case Supervision System for Restricted Status women and women with complex needs.
